Check out youtube for Knees over Toes Guy. His program is generally aimed at strengthening and rehabbing knees but it works well for ankles too.
He has exercises to strengthen the Tibialis, Extensor Digitorum Longus and the VMO as well as improve ankle flexibility. Tibialis raises, backward walking with sled pulls etc. Basic program requires little or no equipment. He does not push things - you have to regress to progress when injured.
