Water works just fine if you’re worried about the neighbors.

I’ve talked to someone who allegedly did wcup tuning and he didn’t use lubricant either with stones.
Whatever. He didn’t pay for stones.
It’s removing metal by an abrasive. This generates heat. Enough to loosen the bond with the metal substrate depending how fast you move it. Plus clogging.
The coolant/lubricant market in industry is rather large for a reason.

Don’t let the fact that it’s ski tuning make it voodo and subject to weird claims that defy physical laws.

Most of the diamond stones used for ski tuning use diamond abrasive sheets that are manufactured by KGS Diamond, according to their website “Diamond sharpening stones can be used dry or wet, but wet is recommended. When using them wet, use water (not oil).”

Oh. I'd assumed it was to do with what it does to the edge, not the stone.
Some sort of lube is pretty much always used when working abrasives on metal etc. It may be just water, or mixed with other things.
Take a look at those crazy machines that tune skis.
