No. I have had a couple of German Shepherds and now 2 Standard Poodles, all of whom debate outside potty duty. It just depends on how deep the snow is. Bob has been known to shovel “potty” trails.
We are lucky. Our little Bichon loves the snow as much as I do. I've seen her submarine through powder twice as deep as her with glee, squat, pee, and go right on enjoying submarining. You would be amazed how much snow a Bichon can carry in on that fur.

Our six-year-old handed us a note. His teacher had called my wife and I in for an emergency meeting. We asked our son if he had any idea why and he said, "My teacher didn't like a drawing I did."
So we went to the school the next day.
His teacher pulled the drawing below out and said, "I asked him to draw his family and he drew this. Would you mind explaining?"
"Not at all." my wife said. "Family vacation. Snorkelling off the Bahamas”.
