a true engineer would have the rock cored a analysis done on the results, three price comparisons for cost of inserting pipe before sign off and passing it on to a contractor, while stating any liability was theirs.

Contractor then just moves the rock and submits a bill for the previous scope of work. Engineer then wants triplicate as-built's before releasing contractor's 10% hold back and marking up said cost 15% .

When I was at Whidbey Island, the brass finally put teeth in the rule to not fly under the Deception Pass bridge. Scared to many tourists.
Having been on that bridge a number of times, it would be pretty terrifying to have a fast moving object fly under while I was on it.

Sometimes jets (I assume from Whidbey, possibly from JBLM) will buzz overhead at Stevens Pass. It's loud when that happens, and with the mountains around you don't hear them coming until they're just overhead.
