Hoods down is a common sight on the older bikes with quill stems but there this is the only way to adjust the heght
Well, other than moving the stem itself up or down...

More importantly, I've got it stable from bucking and wobble and under braking up to 50 mph - so long as there's power on the pedals which is how this thread ties in https://www.skitalk.com/threads/serotta-duetti-a9.28955/#post-801753 - and I am not changing a thing that's remotely likely to affect the front to back balance.
