I been using Khul Thor 1/4 zip for years and love them, everyone I’ve turned onto them concur. I wouldn’t call them wind proof but for warmth, comfort, style and price they are hard to beat.
Well, since @ELDoane is wearing a shell jacket over the top, windproof is not required. (Just some moderate wind resistance to make up for the Neoshell’s air permeability.

@ELDoane , is it ok if it has a hood?
my daughter had the Kor Strata Alpine Hoody. (“Alpine” is this specific version, direct than the other Kor Strata jackets).
It has regular, wind resistant Pertex (not Pertex Air) on the chest and shoulders. In thickness it is comparable to my first gen Nanoair.
I would think that with the windproof chest panels, to help compensate for the air permeability of your shell jacket, this would be even warmer than the old Nano Air.
At the same time, the rest of the garment is still air permeabLe, to prevent mount sure buildup.

Plenty of discounted ones around.
