High Instep volume looking for a boot

My buddy has had boot pain for years. Looked at his feet and he has low arch, high instep and thick ankle and heel. Has failed Tecnica HV 120 with 2 fits and continued pain over the instep. Most of the pain is when he's in the lift line, not as much when skiing.

Any suggestions from the bootfitters?
