Years ago at T1 Parking Garage elevators Pearson International Airport (Toronto back then) I did a traffic study in peak hours of travel for the elevators (3 times because my bosses didn't believe me). The number of passengers including myself (excluding luggage and kids) exceeded the limit by 2 to persons consistently. According to designs this is not possible as it wt based and not space based as the size of person far exceeds the wt allocations allowed.
