I actually put (too much) thought into this. So long as it gets out of the concrete, I think it will be fine. The concrete that sticks to it will slowly cure. When it get to a crumbly state, as the tortoise walks around I think it will mostly just crumble and fall off. At least, that's my story and I'm sticking to it.

Wet concrete is a bit caustic. I can see that turtle ending up with some chemical burn, but I think the turtle will recover. https://www.osha.gov/dsg/guidance/c...n cause,cause disfiguring scars or disability.
