It’s not a dead heat till it’s determined how many “don’t care” which week. Let’s just say they all wanted the first week.

Are you thinking people picked one week or the other, but actually don't care? I've been assuming the "don't care" folks either voted for both weeks or didn't vote.

Maybe. Why assume? If the purpose is to figure out what works for the most.
Since it’s flip a coin result anyway, it should be the first week. That way February is free for people.

A poll with only one set of dates would yield a fairly unanimous consensus. Albeit that would make life too simple.
